Procurement Process
In December 2010, after a competitive Expression of Interest (EOI) and Request for Proposal (RFP) process, Nalcor selected SNC-Lavalin Inc as the engineering, procurement and construction management (EPCM) contractor for the development of Muskrat Falls.
Responsibilities
SNC-Lavalin Inc is responsible for:
- engineering, procurement and construction management for Muskrat Falls and on-land transmission
- executing and managing the procurement process on behalf of Nalcor
- adminstering all contracts and purchase orders
Nalcor is responsible for:
- own and oversee work
- contracting entity
- directly responsible for Strait of Belle Isle marine crossing engineering, procurement and construction
Process
Procurement opportunities will include contracts, purchasing, expediting, inspection, logistics and material control. The general process will include:
1. Post package on SNC-Lavalin Inc. website (Nalcor website for Strait of Belle Isle maring crossing)
2. Post Expression of Interest (EOI) / Prequalification Questionnaire for each package
3. Identify potential suppliers from various sources
4. Potential suppliers complete and submit questionnaires
5. Evaluate questionnaire responses
6. Bid list determined based on criteria
7. Bid list posted on SNC-Lavalin Inc website (Nalcor website for Strait of Belle Isle marine crossing)
